State Sen. R. Madison County’s Board of Supervisors did some belt tightening at its first 2010 regular meeting on Jan. 12. Supervisors froze “discretionary” spending, halted hiring some new employees and canceled $250,000 in new furniture for the courthouse. Three incoming board members—Dave Allen, Jerry Butler and Pete Elliott – had all campaigned on the idea of bringing greater fiscal responsibility to Madison. Accordingly, Butler and Elliott both proposed some of the new rules that covered department spending, staff raises and hiring and furniture purchases for the courthouse.

Madison County Board of Supervisors Vice Chairman James Arrington said he wants to freeze some types of non-essential county spending, but his fellow supervisors seem reluctant to go along with his idea. Citing the slumping economy, Arrington proposed that the board of supervisors should stop spending money on projects like the Hoover Ridge athletic complex, or at least keep a closer watch on the money the county does spend. However, none of the three other supervisors present at the regular Dec. 8 meeting where Arrington made the proposal seconded his idea, so his proposal died.

The Madison County Board of Supervisors has run into some challenges while attempting to redefine Madison’s “kennel” ordinance. The issue of what constitutes a kennel started in the board’s regular October meeting when a letter by Criglersville resident Bonnie Dixon raised the subject, according to County Attorney V.R Shackelford. The board decided at that time that the current definition was not adequate for protecting the rights of neighbors to kennels or potential kennels and the issue was sent to the Madison County Planning Commission in hopes of creating a new, more enforceable definition of kennel, according to Shackelford. People running kennels have to apply for a county special use permit.

Although Madison County and the town of Madison have co-existed for more than 200 years, a lack of communication between the two entities continues to raise concerns. County officials’ recent move to do away with its motor vehicle decal fee and other related tax bill changes has left town residents concerned about being “double taxed.“

The Freedom of Information Act required that Madison County Sheriff Erik Weaver give names of members of his citizens advisory board to a Brightwood woman who requested them. But because the sheriff’s failure to follow FOIA statutes wasn’t done “willfully and knowingly,” the woman – Leigh Purdum — didn’t prevail.
