Madison County home breeders of dogs and cats can once again sell their young animals without needing a special use permit. The Madison County Board of Supervisors voted unanimously to return to the original ordinance after a public hearing last week that was part of the supervisors regular joint meeting with the Madison County Planning Commission. Supervisors decided against amending the county’s kennel zoning ordinance after listening to accounts from county residents. They had previously voted to delete the last line at the recommendation of the planning commission at their regular meeting Dec. 8, 2009 meeting.

Madison County’s Board of Supervisors did some belt tightening at its first 2010 regular meeting on Jan. 12. Supervisors froze “discretionary” spending, halted hiring some new employees and canceled $250,000 in new furniture for the courthouse. Three incoming board members—Dave Allen, Jerry Butler and Pete Elliott – had all campaigned on the idea of bringing greater fiscal responsibility to Madison. Accordingly, Butler and Elliott both proposed some of the new rules that covered department spending, staff raises and hiring and furniture purchases for the courthouse.

The Madison County Board of Supervisors has run into some challenges while attempting to redefine Madison’s “kennel” ordinance. The issue of what constitutes a kennel started in the board’s regular October meeting when a letter by Criglersville resident Bonnie Dixon raised the subject, according to County Attorney V.R Shackelford. The board decided at that time that the current definition was not adequate for protecting the rights of neighbors to kennels or potential kennels and the issue was sent to the Madison County Planning Commission in hopes of creating a new, more enforceable definition of kennel, according to Shackelford. People running kennels have to apply for a county special use permit.

Virginia officials are asking Madison County to pay a larger amount of the Madison County Public Schools budget. The new financial burden has Madison County Superintendent Brenda Tanner looking at next year’s school budget and possible layoffs. The superintendent is concerned about the impact on services and staff with the potential drop in funding from the rise in the “composite index” coupled with the possibility of more budget cuts from the state.

Although an initial plan called for students to have had at least one dose of the “swine flu” vaccine by Oct. 29, shortages have prevented this. So far, only students at Madison Primary School have received the vaccination.

The H1N1, or “Swine Flu,” vaccine has come to the Madison County Health Department. The vaccine has already started to be available in Virginia although it has gone to healthcare workers first, according to the Dana Bradshaw of the Madison County Health Department. “We got a very small initial shipment of one type (of the vaccine),” said Bradshaw. “It was targeted to healthcare workers or emergency medical care workers. However, we are expecting to get an increasing amount on a weekly basis. It will go to the high risk candidates and the schools.”

The roads in Madison County’s Malvern community remain a hot topic for residents there. At the Madison County Board of Supervisors workshop meeting last week, Malvern Homeowners Association representatives asked the Madison County Board of Supervisors to help give Malvern’s roads a designation needed to allow sheriff’s deputies to ticket speeders there and perform other types of traffic enforcement currently not possible on the community’s private roads. Although this is not the first time the group has approached supervisors on the issue, not all Malvern residents agree further regulations of Malvern’s roads is the way to go.
